Sanctuary cities have certain rules and procedures to shelter illegal immigrants. Kate Steinle's father says this law is the reason her daughter was murdered. Sanctuary cities released 8,000 illegal immigrants into the streets in 2014. They are federally funded and do not cooperate with the U.S. in it's deportation process. Congress is moving to defund sanctuary cities.
